Consumer Confidence Report Update

TCEQ Public Drinking Water Section provides Consumer Confidence Report templates as a courtesy to community water systems each year. The water systems can expect to receive their templates by mail by late May, and are responsible for ensuring correctness of data. The templates are also available online by county.

This year's CCR mailout includes important information adddressing drought contingency and water conservation requirements. You can view this attachment in Word or PDF. For additional information please refer to TCEQ's Drought Contingency Planning and Water Conservation Programs web pages.

Recent rule changes require additional reporting in the 2007 Consumer Confidence Report (CCR) due to customers by July 1, 2008.

Lead/Copper Reporting

All water systems are required by EPA to report the language below starting with the 2009 CCR to be delivered to bill-paying customers and non bill-paying consumers by July of 2010. The following information is provided at this time as a courtesy:

"If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. This water supply is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at http://www.epa.gov/safewater/lead."

 

Initial Distribution System Evaluation (IDSE) Reporting

Systems that conducted IDSE monitoring in 2007 must report sample results in the 2007 CCR. This requirement is applicable to public water systems identified as Group 1 and Group 2.

Recommended Language:
"This evaluation is sampling required by EPA to determine the range of total trihalomethane and haloacetic acids in the system for future regulations. The samples are not used for compliance, and may have been collected under non-standard conditions. EPA requires the data to be reported here. Please contact your water system representative if you have any questions."

 

Reporting of Violations

Violations of the Stage 1 Disinfection Byproduct Rule: Disinfectant Level Quarterly Reporting

Systems which fail to send in the quarterly disinfectant level quarterly operating report (DLQOR) must report these violations in their annual CCR in addition to the public notification requirement.

Violations of the Consumer Confidence Report Rule

Systems must report the following CCR violations:
  • Failure to deliver to bill-paying customers
  • Failure to deliver a copy of the annual CCR or certification of delivery to TCEQ

The CCR is a critical element of EPA's "right to know" requirements. EPA has identified failure to deliver a CCR as a "Significant Non-compliance (SNC)", with mandatory referral to enforcement. TCEQ's Enforcement Division will levy fines for systems that TCEQ has identified as being non-compliant with the CCR requirements.
