Requesting a Surface Casing Letter

A surface casing letter is one of three types of groundwater protection recommendation (GWPR) letters issued by the TCEQ.

To request a new surface casing letter, submit form TCEQ-0051 and these items (use a different procedure to amend a letter issued this calendar year):

  • A location map with abstracted surveys
  • If you are plugging or re-entering an existing well, a copy of that well's electric log

Send us your request by regular U.S. mail or by an overnight express service. For a fee, you may request expedited processing of your application.

When you receive your surface casing letter, you must attach it to your RRC permit. The RRC relies on information in this letter to design an appropriate surface casing program for each new, plugged, or re-entered well.
