A site operating plan (SOP) is required for all permitted and
registered municipal solid waste (MSW) facilities in accordance
with Title 30 Texas Administrative Code (30 TAC) Section 330.65. A
site operating plan discusses how an owner or operator plans to
conduct daily operations at a facility. It includes information
about functions and qualifications of personnel, equipment, and
instructions.

Required Changes to SOPs for Existing Facilities (Call-In)
An Advisory Group was established to receive input from
stakeholders regarding SOPs municipal solid waste facilities.
Existing landfill facilities are required to modify their SOPs to
conform to rules revised in December 2004 (see
rule adoption), and again in March 2006 (see
rule adoption). Existing storage and processing units are
required to modify their SOPs, or establish an SOP if one did not
exist previously, to meet the requirements of the rules revised in
March 2006.
Call-in letters are being sent to notify existing facilities of
the date by which the revised SOP must be submitted.

to begin preparing a revised SOP.
