As provided by the Texas Health and Safety Code,
Chapter 361, Section
361.0135 and Title 30 Texas Adminstrative Code, Chapter 330,
Section
330.677, the operator of a public or privately owned municipal
solid waste facility may be eligible for a refund of up to 20
percent of the solid waste fees collected by the facility. To be
eligible for the refund, the operator of the facility must submit a
composting plan to the Texas Commission on Environmental Quality
and receive written approval of the plan.
