Industrial and Hazardous Waste Reporting

Requirements for reporting industrial and hazardous waste generation and disposal to TCEQ. Find out whether your site must report and, if so, what information to report.

Registered Generators

Registered generators and reverse distributors with active solid waste registrations must submit an Industrial & Hazardous Waste Annual Waste Summary (AWS) each year. The AWS reports information on the amount of hazardous waste and Class 1 Industrial waste generated or managed at their facility during the calendar year. 

How to report

Facilities with active solid waste registrations that generate and manage less than 220 pounds of hazardous or Class 1 industrial waste or less than 2.2 lbs of acutely hazardous waste per month must submit an AWS, but do not need to provide details regarding their waste activities. See Reportable Quantities below. Class 1 wastes that are recycled and universal wastes do not need to be reported on the AWS. Recycled hazardous waste counts toward your generator status and must be reported, but may be exempt from waste generation fees by indicating a fee exemption code on the summary.

Large Quantity Generators, whether industrial or nonindustrial, generating more than 2,200 pounds of hazardous waste in any calendar month must submit the AWS electronically through STEERS. Those generating less than 2,200 pounds of hazardous waste are encouraged, but not required, to use STEERS for these required reports. STEERS has built-in error checking to minimize erroneous submissions.

The guidance offered in the Industrial and Hazardous Waste Annual Waste Summary Instructions will help ensure that your summary has accurate and error-free information. The STEERS AWS help files provide additional guidance for reporting via STEERS, including information about entering an Annual Waste Summary via STEERS. STEERS users have the option to use Annual Preparation Files (APF) to track their manifests and generate an annual waste summary using the APF data as shown in the Annual Waste Summary Annual Preparation File Generation Instructions for STEERS.

Reportable Quantities

If your facility meets all of the following conditions, you do not need to submit a detailed AWS. You must still submit an AWS indicating either "No Report Required" or "This facility did not generate reportable quantities of hazardous and/or Class 1 industrial waste".

  • Generation and accumulation of acute hazardous waste did not exceed 1 kg (2.2 pounds).
  • Generation and accumulation of non-acute hazardous waste did not equal or exceed 1,000 kg (2,200 pounds); and
  • Generation of Class 1 Industrial waste did not equal or exceed 1,000 kg (2,200 pounds).

If the facility meets all of the conditions above, then the facility may not need to have an active registration. To inactivate your registration, submit Form 20848 - Inactivate Your Solid Waste Registration.

If the facility no longer generates or stores Class 1 industrial or hazardous waste, or is no longer in operation, you should close the registration by closing the all the waste management units. Unregistered Generators/Facilities with Inactive Registrations

If an unregistered/inactive industrial facility generates less than 220 pounds of hazardous or Class 1 industrial waste, or less than 2.2 pounds of acutely hazardous waste, it does not have to notify or report to the TCEQ. Unregistered/inactive generators who need to ship reportable quantities of hazardous or Class 1 waste (other than recycled Class 1 waste) must submit the Waste Shipment Summary (WSS) form. TCEQ provides the WSS to unregistered/inactive generators when they submit TCEQ-00757: Unregistered/Inactive Episodic Generator Notification Form.

Receivers

Facilities that receive hazardous waste or Class 1 industrial waste must report the waste receipts on a Monthly Waste Receipt Summary (WRS) via STEERS, regardless of whether or not the waste was manifested. The STEERS WRS help files provide additional guidance for reporting via STEERS.

Waste to report on the WRS:

  • All hazardous waste whether recycled or not (except household hazardous waste.)
  • Class 1 Industrial waste that is not recycled.

Do not report receipt of household hazardous waste, recycled Class 1 Industrial waste, Class 2 waste, Class 3 waste, and nonindustrial nonhazardous waste on the WRS.

The Texas Waste Codes used on the WRS should have one of the following sequence codes:

  • a sequence code uniquely associated with a solid waste registration, or
  • a unique sequence code assigned for an unregistered episodic notification within the past 60 days.

If the waste does not have a sequence code as noted above, use the appropriate sequence code listed below:

  • CESQ- for waste from generators who are not subject to the registration requirements in 30 TAC 335.6(c) or the episodic notification requirements in 30 TAC 335.60 .
  • OUTS- for class 1 or hazardous waste (not universal or household hazardous waste) generated outside of Texas.
  • PHRM- for hazardous pharmaceutical waste received from healthcare facilities (both in-state and out-of-state) as defined by 30 TAC 335.751 .
  • RRCT- for Class 1 or hazardous waste generated at facilities subject to regulation by the Railroad Commission of Texas.
  • TSDF- for waste subject to 30 TAC 335.503(b)(8)
  • UNIV- for universal waste
