Assistance for Applicants Revising or Renewing a General Operating Permit

The oil and gas General Operating Permits (GOPs) and the bulk fuel terminal GOP were renewed on October 19, 2001. In an effort to aid permit holders, the attached document has been designed to provide assistance for applicants revising or renewing a GOP.


Provisional Terms and Conditions

The GOP permit holder is responsible for maintaining provisional terms and conditions. Provisional terms and conditions are defined in 30 TAC § 122.10 as "temporary terms and conditions, established by the permit holder for an emission unit affected by a change at a site, or the promulgation or adoption of an applicable requirement or state-only requirement, under which the permit holder is authorized to operate prior to a revision or renewal of a permit or prior to the granting of a new authorization to operate."

As an aid to the applicant, the TCEQ is currently developing a GOP index number updates table. This table will provide a listing of every index number that has had associated regulations changed in some capacity since 1996.
