Standard Permit for Concrete Batch Plants

The Air Quality Standard Permit for Concrete Batch Plants is authorized under the
Texas Health and Safety Code Section 382.05195 .

PI-1S-CBP Registration Form for Concrete Batch Plant Registrations

The PI-1S-CBP form is required for all concrete batch plant standard permit registration applications (Standard Permits 6004 and 6008). The new form includes the required checklists and tables. The PDF version of the PI-1S will no longer be accepted for these standard permit registrations.

Quick Screen

If your facility meets the conditions of this standard permit, you should be able to answer “Yes” to each of these questions:

  • If a batch plant, does your facility manufacture no more than 650,000 cubic yards of concrete in any rolling 12-month period?
  • If a batch plant, does your facility manufacture no more than 300 cubic yards of concrete per hour?
  • If a specialty plant, does your facility manufacture no more than 262,800 cubic yards of concrete in any rolling 12-month period, and no more than 60 cubic yards of concrete per hour?
  • Does your batch plant use a total enclosure at the central mix drum feed exhaust, or a suction shroud at the truck drop point?
  • Is the total enclosure or suction shroud vented to a central fabric filter baghouse with a flow rate of at least 5,000 actual cubic feet per minute (acfm)?

If your facility meets the Quick Screen questions:

  • Review the standard permit and its criteria for your specific facility type and location. The standard permit’s production limitations, setback distances, and other requirements vary depending on the facility type and location.
  • Complete the application form:
    • For registrations seeking authorization under the January 24, 2024 Concrete Batch Plant (CBP) Standard Permit Amendment, complete the PI-1S-CBP (version 6.0) Microsoft Excel Document. It includes all required tables and checklists.
      Version 6.0 is the current version of the PI-1S-CBP and is required starting January 24, 2024 for initial applications, amended applications, or renewals that opt to authorize under the 2024 CBP Standard Permit.

      If you are submitting an application for the 2024 CBP Standard Permit, the current version number is 6.0. If this version number does not match the version number listed on the Cover Sheet of the workbook, please clear your browser cache or refresh your screen.

    • For registrations with renewal dates prior to January 24, 2026 who seek to renew under the September 22, 2021 CBP Standard Permit, complete the PI-1S-CBP (version 5.2) Microsoft Excel Document. It includes all required tables and checklists.
      Important: Current CBP Standard Permit registrations that have a renewal date prior to January 24, 2026 have the option to renew under the previous CBP Standard Permit (Effective Date September 22, 2021). Renewing under the previous 2021 CBP Standard Permit will only authorize operations for the facility until January 24, 2026. Applicants will be notified approximately 6 months prior to January 24, 2026, to renew their registration under the current 2024 CBP Standard Permit.

      If you are submitting a renewal application under the 2021 CBP Standard Permit, the current version number is 5.2. If this version number does not match the version number listed on the Cover Sheet of the workbook, please clear your browser cache or refresh your screen.

  • Submit a Plain Language Summary for the application in English and, if applicable, the alternative language as required. The Plain Language Summary must be submitted with the application using the following templates and instructions:

  • Pay the registration fee as instructed in the form.
  • Submittal through STEERS is required.
  • Submit all required attachments electronically through STEERS, email, or TCEQ FTPS.
