The Modeling and Effects Review Advisory Group was established
in October 2006 by the Texas Commission on Environmental Quality
(TCEQ) Air Permits Division (APD). This group is an open
participation group that meets on a periodic basis.
About This Advisory Group
The Modeling and Effects Review Advisory Group provides APD
staff with expanded knowledge and resources to meet existing and
future issues related to air dispersion modeling and effects review
related to the air permitting process. The challenges for the group
include:
- Issues related to the use of regulatory air dispersion models
in the permitting process such as SCREEN3, AERMOD (American
Meteorological Society / EPA Regulatory Model), ISCST3 (Industrial
Source Complex Model version 3), and CALPUFF (California Puff
Model).
- Update of RG-324, Modeling and Effects Review Applicability:
When to Conduct a Modeling and Effects Review (
PDF) (Help with PDF) to
address applicable air dispersion models and effects related to
emissions from:
- production and maintenance, startup and shutdown (MSS);
- permits by rule;
- standard permits.
- Update of RG-25, Air Quality Modeling Guidelines
to address:
- new regulatory air dispersion models;
- new National Ambient Air Quality Standards;
- and effects reviews for Class I areas and Regional Haze.

Participating in This Advisory Group
This group is open to the public. Anyone who wishes to join may
attend its meetings. We anticipate that the group will consist of
public and public interest groups; industry and industry groups;
small business owners; professional organizations; government
regulators; consultants; attorneys; engineers; individual citizens;
and agency staff.
