Total Maximum Daily Load Program: Improving Water Quality
A program that determines the amount by which pollution must be reduced to restore water quality in impaired and threatened streams, lakes, and bays. Develops implementation plans in cooperation with the implementing organizations.

The TMDL Program works to improve water quality in impaired or threatened water bodies in Texas. A TMDL is like a budget for pollution — determining how much of a particular pollutant a water body can assimilate and still meet its quality goals.
After a TMDL is completed, state agencies and stakeholders develop an implementation plan with the steps necessary to mitigate pollution within the watershed.
The TMDL Program is authorized by and created to fulfill the requirements of Section 303(d) of the federal Clean Water Act.
