The Volatile Organic Compounds Emissions Inventory (VOC EI)
Improvement Stakeholder Group is an open-participation group that
will meet periodically to discuss issues related to the VOC
emissions inventory and ways to improve the inventory in order to
more effectively control emissions that lead to the formation of
ozone. The group is open to the public and anyone who wishes to
join the group may attend the meetings. The group will meet
periodically to discuss issues related to improving the VOC
emissions inventory to more effectively control emissions that lead
to the formation of ozone.
Areas of planned discussion, at a minimum, include areas to
focus improvement, evaluating potential additional monitoring,
source-specific improvement strategies, mechanisms for implementing
improvement, and other issues concerning potential future
VOC-related rulemaking projects; however, the public is encouraged
to suggest additional topics of discussion.

Houston-Galveston-Brazoria Flare Survey
In the winter of 2005, the TCEQ conducted a survey to determine
the current level of monitoring being performed on flares in the
Houston-Galveston-Brazoria ozone nonattainment area. Surveys were
sent to 201 industry accounts and the TCEQ received information on
430 flares. Not all surveys contained complete answers to every
question and in order to avoid any misinterpretation of the survey
responses, the summary presents the results as provided. The TCEQ
greatly appreciates the strong industry participation during this
survey and the information provided by industry to assist the TCEQ
in better understanding how flares are being used and monitored in
the Houston-Galveston-Brazoria area.

2007 Houston-Galveston-Brazoria Cooling Tower Heat Exchange
System Survey
In August of 2007, the TCEQ conducted a survey to determine the
current level of monitoring being performed on cooling tower heat
exchange systems in the Houston-Galveston-Brazoria ozone
nonattainment area. Surveys were sent to 126 industry accounts and
the TCEQ received information on 361 cooling tower heat exchange
systems currently in volatile organic compound service. Not all
surveys contained complete answers to every question and in order
to avoid any misinterpretation of the survey responses, the summary
presents the results as provided. The TCEQ greatly appreciates the
strong industry participation during this survey and the
information provided by industry to assist the TCEQ in better
understanding how cooling tower heat exchange systems are being
used and monitored in the Houston-Galveston-Brazoria area.
