- During the October 23, 2007, HRVOC Stakeholder Group meeting,
stakeholders suggested the TCEQ provide a template document for the
third-party audit reports. Use of the template is not mandatory and
the template is not intended to be a substitute for the rule
requirements in 30 Texas Administrative Code §115.788. For
additional information please contact Lindley Anderson, TCEQ Air
Quality Division, by phone at (512) 239-0003 or by email at

HRVOC Emissions Cap and Trade (HECT) Program
The HECT program is being proposed as an annual cap and trade
program to provide compliance flexibility to the Chapter 115
control requirements for process vents and cooling tower heat
exchangers. Sites subject to the proposed program would be required
to possess an HRVOC allowance for each ton of HRVOC emissions.
Sites would also have the option of trading excess HRVOC allowances
on the open market within specific trading zones. For more
information, please contact Steve Sun of the Emissions Banking and
Trading Program at 512/239-3554 or send an e-mail to siprules@tceq.state.tx.us
and put HECT Program in the subject line.
