About the HRVOC Stakeholder Group

The HRVOC Stakeholder Group is open to the public; therefore, anyone who wishes to join the group may attend the meetings. The group will meet periodically to discuss implementation of the HRVOC rules in Chapter 115 and Chapter 101 and to hear the public’s ideas on related rulemaking projects and the development of the Houston-Galveston-Brazoria area clean air plan.

  • During the October 23, 2007, HRVOC Stakeholder Group meeting, stakeholders suggested the TCEQ provide a template document for the third-party audit reports. Use of the template is not mandatory and the template is not intended to be a substitute for the rule requirements in 30 Texas Administrative Code §115.788. HRVOC Emissions Cap and Trade (HECT) Program

The HECT program is being proposed as an annual cap and trade program to provide compliance flexibility to the Chapter 115 control requirements for process vents and cooling tower heat exchangers. Sites subject to the proposed program would be required to possess an HRVOC allowance for each ton of HRVOC emissions. Sites would also have the option of trading excess HRVOC allowances on the open market within specific trading zones.
