The rules review is in accordance with Texas Government Code, Section 2001.039; and the General Appropriations Act, Article IX, Section 9-10.13, 76th Legislature, 1999, which require state agencies to review and consider for readoption each of their rules every four years. The amendments to Chapter 331 and 305 include minor clerical changes for Texas Register formatting requirements, correct cross-references, provide clarifying language, and increase compatibility with the Code of Federal Regulations. The adopted amendments will also add data gathering requirements for salt cavern waste disposal wells; and clarify existing agency policy relating to construction requirements for new and existing Class III injection wells, baseline wells, and monitor wells to prevent contamination of groundwater from wells not being cemented to the surface or from uncapped wells in areas where there is the potential for contamination of groundwater. The agreements and revised SIP would make federally enforceable certain local ozone precursor emission reductions of nitrogen oxides from sources at Dallas/Fort Worth International Airport, Dallas Love Field, Fort Worth Alliance Airport, and Fort Worth Meacham International Airport in the DFW nonattainment area.
