Proposed HGB Severe Classification Attainment Demonstration (AD) State Implementation Plan (SIP) Revision for the 2008 Eight-Hour Ozone NAAQS

On November 29, 2023, the commission approved proposal of the HGB Severe Area AD SIP Revision for the 2008 Eight-Hour Ozone NAAQS (Non-Rule Project No. 2023-110-SIP-NR). The proposed SIP revision includes a photochemical modeling analysis, a weight of evidence analysis, a reasonably available control technology analysis, a reasonably available control measures analysis, motor vehicle emissions budgets for 2026, and a contingency plan. 

The proposed SIP revision also incorporates the proposed revisions to 30 Texas Administrative Code Chapter 115, Control of Air Pollution from Volatile Organic Compounds (Rule Project No. 2023-116-115-AI) and 30 Texas Administrative Code Chapter 117, Control of Air Pollution from Nitrogen Compounds (Rule Project No. 2023-117-117-AI).

The public comment period will open on December 1, 2023 and close on January 16, 2024. A public hearing will be held for the proposed SIP revision on January 4, 2024 at 7:00 p.m. at the Houston-Galveston Area Council, 3555 Timmons Lane #100, Houston, Texas. The hearing will be conducted in English, and Spanish language interpretation services will be made available. Proposed Dallas-Fort Worth (DFW) and HGB Severe Areas Reasonable Further Progress (RFP) SIP Revision for the 2008 Eight-Hour Ozone NAAQS

On November 29, 2023, the commission approved proposal of the DFW and HGB Severe Areas RFP SIP Revision for the 2008 Eight-Hour Ozone NAAQS (Non-Rule Project No. 2023-108-SIP-NR). The proposed SIP revision includes an analysis of RFP toward attainment of the 2008 eight-hour ozone NAAQS, RFP motor vehicle emissions budgets for the 2023 analysis year and 2026 attainment year, vehicle miles traveled growth offset requirement, and an RFP contingency plan.

The proposed SIP revision also incorporates the proposed revisions to 30 Texas Administrative Code Chapter 115, Control of Air Pollution from Volatile Organic Compounds (Rule Project No. 2023-116-115-AI).

The public comment period will open on December 1, 2023 and close on January 16, 2024. Two public hearings will be held for the proposed RFP SIP revision. The first will be held on January 4, 2024 at 7:00 p.m. at the Houston-Galveston Area Council, 3555 Timmons Lane #100, Houston, Texas. The second will be held January 11, 2024 at 7:00 pm at the Arlington City Council Chambers, 101 West Abram Street, Arlington, Texas. The hearings will be conducted in English, and Spanish language interpretation services will be made available. Proposed HGB Moderate Classification AD SIP Revision for the 2015 Eight-Hour Ozone NAAQS

On May 31, 2023, the commission approved proposal of the HGB Moderate Area AD SIP Revision for the 2015 Eight-Hour Ozone NAAQS (Non-Rule Project No. 2022-022-SIP-NR). The proposed SIP revision includes a photochemical modeling analysis, a weight of evidence analysis, a reasonably available control technology analysis, a reasonably available control measures analysis, motor vehicle emissions budgets for 2023, and a contingency plan.

The public comment period will open on June 2, 2023 and close on July 17, 2023. A public hearing will be held for the proposed SIP revision on July 11, 2023 at 7:00 p.m. at the Houston-Galveston Area Council, 3555 Timmons Lane #100, Houston, Texas. The hearing will be conducted in English, and Spanish language interpretation services will be made available. Proposed DFW and HGB Moderate Areas RFP SIP Revision for the 2015 Eight-Hour Ozone NAAQS

On May 31, 2023, the commission approved proposal of the DFW and HGB Moderate Areas RFP SIP Revision for the 2015 Eight-Hour Ozone NAAQS (Non-Rule Project No. 2022-023-SIP-NR). The proposed RFP SIP revision would demonstrate that the DFW and HGB nonattainment areas will achieve emissions reductions in ozone precursors, volatile organic compounds (VOC) and/or nitrogen oxides (NOX), consistent with the moderate ozone nonattainment area requirements of federal Clean Air Act (FCAA), §182(b)(1)(A) and the 2015 eight-hour ozone NAAQS SIP requirements. In addition to demonstrating the required emissions reductions, this proposed SIP revision would also provide motor vehicle emissions budgets for the 2023 attainment year.

The public comment period will open on June 2, 2023 and close on July 17, 2023. Two public hearings will be held for the proposed RFP SIP revision. The first will be held on July 6, 2023 at 7:00 p.m. at the Arlington City Council Chambers, 101 West Abram Street, Arlington, Texas. The second will be held July 11, 2023 at 7:00 pm at the Houston-Galveston Area Council, 3555 Timmons Lane #100, Houston, TX. HGB Serious Classification AD SIP Revision for the 2008 Eight-Hour Ozone NAAQS

On March 4, 2020, the commission adopted the HGB Serious Classification AD SIP Revision for the 2008 Eight-Hour Ozone NAAQS (Non-Rule Project No. 2019-077-SIP-NR). The SIP revision includes a photochemical modeling analysis, a weight of evidence analysis, a reasonably available control technology analysis, a reasonably available control measures analysis, motor vehicle emissions budget for 2020, and a contingency plan.

DFW and HGB Serious Classification RFP SIP Revision for the 2008 Eight-Hour Ozone NAAQS

On March 4, 2020, the commission adopted the DFW and HGB Serious Classification RFP SIP Revision for the 2008 Eight-Hour Ozone NAAQS (Non-Rule Project No. 2019-079-SIP-NR). To meet FCAA requirements, the RFP SIP revision includes an analysis of reasonable further progress toward attainment of the 2008 eight-hour ozone NAAQS, demonstrating a 9% emissions reduction in ozone precursors from January 1, 2018 through December 31, 2020, a 3% emissions reduction from January 1, 2021 through December 31, 2021 for attainment year RFP contingency, and RFP motor vehicle emissions budgets for the 2020 attainment year.

The proposed SIP revision would include a photochemical modeling analysis, a weight of evidence analysis, a reasonably available control technology analysis, a reasonably available control measures analysis, motor vehicle emissions budget for 2020, and a contingency plan.

The public comment period opened on September 13, 2019 and closed on October 28, 2019. A public hearing on the proposed SIP revision was offered on October 14, 2019 at 2:00 p.m. in the Texas Department of Transportation District Office Auditorium, 7600 Washington Avenue, Houston, Texas.

On September 11, 2019, the commission approved proposal of the DFW and HGB Serious Classification RFP SIP Revision for the 2008 Eight-Hour Ozone NAAQS (Non-Rule Project No. 2019-079-SIP-NR). HGB Redesignation Request and Maintenance Plan SIP Revision for the One-Hour and 1997 Eight-Hour Ozone NAAQS

On December 12, 2018, the commission adopted the HGB Redesignation Request and Maintenance Plan SIP Revision for the One-Hour and 1997 Eight-Hour Ozone NAAQS (Non-Rule Project No. 2018-026-SIP-NR). The SIP revision includes a request that the United States Environmental Protection Agency redesignate the HGB area to attainment for the one-hour and 1997 eight-hour ozone NAAQS and provides a maintenance plan that will ensure the area remains in attainment of the NAAQS through 2032.

On September 5, 2018, the commission approved for proposal the HGB Redesignation Request and Maintenance Plan SIP Revision for the One-Hour and 1997 Eight-Hour Ozone NAAQS (Non-Rule Project No. 2018-026-SIP-NR). The SIP revision would include a request that the United States Environmental Protection Agency redesignate the HGB area to attainment for the one-hour and 1997 eight-hour ozone NAAQS and provide a maintenance plan that will ensure the area remains in attainment of the NAAQS through 2032. The public comment period will open on September 7, 2018 and close on October 8, 2018. A public hearing will be held on October 8, 2018, at 2:00 p.m. at the Texas Department of Transportation, 7600 Washington Avenue, Houston.

HGB Attainment Demonstration SIP Revision for the 2008 Eight-Hour Ozone NAAQS

On December 15, 2016, the commission adopted the HGB AD SIP Revision for the 2008 Eight-Hour Ozone Standard Nonattainment Area (Project No. 2016-016-SIP-NR). The AD SIP revision meets FCAA requirements and includes a photochemical modeling analysis, a weight of evidence analysis, a reasonably available control technology analysis, a reasonably available control measures analysis, a motor vehicle emissions budget for 2017, and a contingency plan. The AD SIP revision incorporates revisions to 30 Texas Administrative Code Chapter 115 .

HGB Reasonable Further Progress SIP Revision for the 2008 Eight-Hour Ozone NAAQS

On December 15, 2016, the commission adopted the HGB RFP SIP Revision for the 2008 Eight-Hour Ozone Standard Nonattainment Area (Project No. 2016-017-SIP-NR). To meet FCAA requirements, the SIP revision includes an analysis of reasonable further progress toward attainment of the 2008 eight-hour ozone standard, demonstrating a 15% emissions reduction in ozone precursors from the 2011 base year through the 2017 attainment year, a 3% emissions reduction for contingency in 2018, and updated RFP motor vehicle emissions budget.

Emissions Inventory (EI) SIP Revision for the 2008 Eight-Hour Ozone Standard for the HGB and Dallas-Fort Worth (DFW) Areas

On July 2, 2014, the commission adopted the EI SIP revision for the 2008 Eight-Hour Ozone Standard (Non-Rule Project No. 2013-016-SIP-NR). This SIP revision satisfies the FCAA, §172 and §182 requirements for the HGB and DFW nonattainment areas under the 2008 eight-hour ozone standard. The SIP revision includes 2011 emissions inventories for ozone precursors (volatile organic compounds and nitrogen oxides) from point, area, on-road mobile, non-road mobile, and biogenic emissions source categories as the base year emissions inventories for the HGB and DFW areas.
