SIP Revision: Vehicle Inspection/Maintenance, September 15, 2004

On September 15, 2004, the TCEQ adopted a revision to the Vehicle Inspection and Maintenance (I/M) Program of the Texas State Implementation Plan for the ozone nonattainment area of Houston-Galveston-Brazoria. This page discusses that revision to the SIP.

Until 2004, the HGB area was referred to as the Houston-Galveston area or HGA.

Key Changes: On September 15, 2004, the TCEQ adopted revisions to 30 TAC Chapter 114, Control of Air Pollution from Motor Vehicles, and to the SIP narrative. In a prior I/M rulemaking that was effective October 30, 2003, the commission delayed the implementation of the I/M program in Chambers, Liberty, and Waller Counties from May 1, 2004 to May 1, 2005 in order to have sufficient time for additional assessment. Photochemical modeling for the HGA area indicated that the I/M program scheduled to begin in those three counties on May 1, 2005 would have little effect on ozone concentration in the HGA area, and that the one-hour ozone standard could be attained without an I/M measure. Hence, on September 15, 2004, the commission adopted amendments to the I/M rules to remove the vehicle emissions testing requirements from Chambers, Liberty, and Waller Counties.
